Joseph Presel retired from the US Foreign Service in October 2001. His last overseas post was as the American Ambassador to Uzbekistan, where he served from October 1997 to October 2000. Most of Ambassador Presel's career as a Foreign Service Officer involved the USSR and its successor states, East-West relations, arms control, and politico-military affairs - the key issues of the Cold War rivalry between the two superpowers. His career has also included extensive bilateral and multilateral negotiating experience at the United Nations and the Organization for Security and Cooperation in Europe and with the governments of the former socialist Bloc, Japan, and Western Europe.
